    Looking through the toning, he appears to be virtually untouched, MS66. Nice luster, too. The bands are separated enough for me; don't know about for NGC.

    NGC would be inconsistent (which they are) if they graded it anything other than MS67. Anytime its heavily toned, but with luster their go to grades are MS66 and MS67.
