Hello everyone. So I was roll hunting this weekend and came across a weird quarter, it looks like maybe it was struck wrong? I also noticed it is a little thinner than other quarters. Is it a error or wear?

A few things I can see.
There is evidence that at one time it had an Upset Rim on the edge. Somehow it was worn away.
Can't be acid bath because that would of eroded the center core away not evident in your picture.
I will say it is a PMD - Post Mint Damage Quarter. Somehow someone altered it.

I am not as convinced that it is Post Mint Damage. There have been quarters struck on the wrong blanks (planchets) so this could be one that was struck on planchet intended for a nickle or dime. the Mint has also occasionally made planchets from material intended for different coin. In that case the planchet would start as the right diamater, in this case a quarter, but be the thickness of a dime.
Could it be post mint damage, sure, but just adding this as another possibility. Re-post it over in the error section, those folks are much better at evaluating these sort of coins.

I recall when the Connecticut quarter first came out I received one that looked a little like this - almost with a 'frosted' appearance. The rim was normal though. I don't think I have it anymore though...

Sorry to revive this, but I just found my Connecticut quarter that looks like this - mine has full rims and appears the same size and thickness as other quarters though.

The folks over in the error section could probably tell us what's up in 3 seconds

where the edges look worn down might be a dryer coin. did you weigh it? the far more experienced error guys might say struck on a thin planchet as well.
