I noticed that the one dollar USC has a state seal on it, specifying the state but the other denominations don't. How do I tell by the letters what state they are for referencing it to the price guide?

Federal Reserve Districts only apply to Federal Reserve Notes, and Federal Reserve Bank Notes. It started somewhere close to 1913.

Does that mean those are the districs in which they are distributed in? Reason I ask is I got 8 consecutive A notes in change yesterday in Memphis.

Not any more. In the early '80s, the BEP quit being careful about shipping all new currency to the "correct" district. So today you can get pretty much any random new bills anywhere.
