I am reasonably sure this has to be PMD, but I find it very interesting. The "L" in pluribus is almost missing with just the shadow left. The rest of the coin has no damage whatsoever.
Neat find. It's just where too much grease got up inside the "L" in the die causing it not to be fully struck. I've been looking for one of these that says "In god we rust".
