Well, I would think the only unhappy buyers would be the ones who fail to read the item description... So, based on past experience, 99% of buyers. Sounds like the seller is doing everything he can to properly describe the item listed. I place the blame squarely on the bidders, and if I could see their user ID's I'd block them from my auctions in a heartbeat. The only fault I see with the seller is that he/she is putting something for sale that is "Neg Bait." JMHO

You make it sound like 99% of buyers were unhappy. I had to go check for myself. I think you meant opposite, lol.
When he says " the only unhappy buyers would be the ones who fail to read the item description...", (my guess is if they were unhappy they leave negative), then "So, based on past experience, 99% of buyers.". But over 99% left positive.
He also says you can return the rolls for a refund if they are unopened and not tampered with. Couldn't you just weigh them unopened and have a fairly accurate idea how many silver half dollars are in there? A silver half is going to be more than a gram heavier than a clad.
My apologies. Let me clarify: It is my belief that most buyers do not bother to read the item description. My mistake was putting an exact number when I have no way of knowing the exact real number. Obviously someone would take that number literally... "Blessed are the cheesemakers? What's so special about them?" "Obviously it's not meant to be taken literally...it refers to any manufacturer of dairy products." Of course, for another example: how many people do you think read the software User Agreements they agree to all the time? I think I'd put that at less than 1%. Do I think the seller was scamming people and lying to them? My guess would be no. I will refrain from assigning a number to that statement this time. Do I think those who left a neg feedback read the item description? No. Do I think the seller should be able to leave them a neg feedback, or dispute the feedback? Yes. Does anyone at all care what I think besides me? No. It's a beautiful sunny day, by the way.
My bad, I thought you were saying the 99% was his feedback score (it roughly is), so that 99% of people must be happy.
