Unfortunately, ebay is all about the Buyer on this. You have no recourse, money-wise. You can, I believe, document it for your business, as a loss, so you will not be 100 percent out, but eBay is eBay in this respect. Document the refund and note that merchandise was ruined by the customer. Go on with life. And Karma will hit this person when she does the same stuff to others. Ebay will get the message about her, but others will most likely get hurt first. IMO Ebay has already been hurt by a lot of sellers not wanting to deal with this but it is still their call to have their policies and you as a seller sometimes are on the wrong end of their policies.
"He said . . . they can send (back) a blank envelope, and we have to take the loss." Such a position taken by eBay, if it's truely their policy, is untenable and eBay stands to lose me as a seller. I'm going to follow up, and I think everyone else here who sells on eBay should do exactly the same. While I'm small time compared to many on eBay, this would create a PR nightmare if word spread amongst their more influential sellers.

Of course... any idiot can see that it is most important to, ahem, "protect" buyers in most every possible way, so that of course means being able to return empty envelopes or doing whatever they please with items they've no intentions of keeping. After all, whatever would poor eBay do if buyer's didn't pay their buying fees every month? Common sense only dictates that reasonable protections and a level playing field be provided for the ones actually paying the bills...
I was beginning to think everyone else had just passed by that post. As long as there's a record of them sending something back, you have to refund them??? What keeps buyers from doing this every day?

I have been thinking lately, I should sell off my inventory and call it a day. The amount of time I put into this, to be held at gunpoint by Ebay and Paypal. People who dont sell a lot on Ebay, have no idea how many scammers are out there, trying to take advantage of us 24 hours a day.

Ebay doesnt care. To them its like opening a package of batteries and realizing you bought the wrong size, you just return them.

People on Facebook are suggesting that you try and pleadnyour case with PayPal. They say they are more understanding.
That is complete garbage. eBay is so bad when it comes to protecting their sellers. Stating that they can can alter a product is completely unfair. As a buyer and seller on eBay, this puts even more of a sour taste in my mouth with that company.
