I don't think that middle gouge looks like an adjustment mark the rest do I guess ngc agreed. Still cleaned to bad as it's an exception well struck flowing hair. Amazingly full rims both sides

I didn't say which half NGC agreed with.

Usually when they "detail" a coin they will (but not always) list one problem. They could have just as easily listed "cleaned" on this one.

Good question. If there are multiple issues would they use a "catch all" like "damaged"? Not sure about this so I'm asking.

My understanding is that they usually only list the worst problem. I would have been fine with a details grade for cleaning but I really feel that it's adjustment marks and not "damage". I can certainly see how others may not agree with me.

    still, an attractive piece.

    depends on the price

The marks on the head look like adjustment marks to me. The lines in the fields look like cleaning hairlines to me.

Any 1795 half is nice , especially if it has a lot of meat like this one .

True, but typically the services will list the most "severe" problem and mechanical damage is considered more severe than cleaning. This suggests that NGC did not believe the marks (or at least some of them) were adjustment marks unless there is other damage not evident in the photos.
