I'm surprised someone sent it in to begin with. Even in MS65 this coin has minimal premium above melt value. And this coin is worse than 65.
Hmm the hairlines must have bumped it down a couple of points, but were not deemed strong enough for a details grade. I don't think the coin was cleaned, the hairlines are just from improper handling. They are not die polish lined because they stop before they reach the raised devices, leaving a sliver or halo surrounding the bust and lettering of untouched surface. Die polish lines would go right up to the edge of the raised devices.
The eBay auction for this coin ended last night. I sent a 3 cent silver in for grading to NGC, all the fields were clear except at 12 on the obverse. Just a few small scratches and it received a details grade. I'll post it tomorrow to get some opinions
