    Why does yhe right one have a ring around head same year

    It's hard to see from the pic, but it looks like it is from a coin rolling machine.

    If you look at how coin rolls are put together (the machine ones, not the ones done by hand) the ends are crimped and tightened. The machine that does that can leave a circular mark on the coin on the end of the roll. I actually found a video of a bunch of quarters being wrapped on youtube:
