Is the 2008 proof set still in high demand that is keeping the price up or is it because it was the last year of the state quarters?

Are you referring to the silver set, clad set or both?

I think the premium for the set is due to the mint ending production earlier than most folks expected.........not that the set itself is extremely rare. Wait awhile and the price and premium will fall.

I agree with Ken. Many people who wanted one were caught by surprise when the Mint ended sales early and have since been chasing the prices up. They have yet to re-distribute and when they eventually do, the prices will settle.

Much like the 1999 Silver proof set, I think that the prices are inflated and will eventually come down to earth.
