What 1990s date do you think this might be on this cent?

The only reason I'm posting a hideous coin like this, is because it can make a difference between an error coin or just one to toss in the dump pile. It appears that it's possibly a 1990,1992,1998, or 1999. I've kinda tossed the idea that it's not a 90 because the circle curves inwards, not indicative to a 0. The curve looks to large, to me, to be a 2 for the 92. What do you all think? I can see where the top curves like the rest of the 9s. I see the tip of the 9 right to the left of the bright line before the busted blister.

1998 to me but it's a tosser with all that damage IMO.

 

I'm hoping it's a 99 because it's a WAM. If it is, I'll keep it, damage or not. It would be my first.

 

I'm fairly confident it isn't a 9. May not even be an 8.
