Ebay buyer protection says you get your money back if you don't get what you buy. Seller is responsible to make sure to get the buyers signature on items over $250. Neighbors signature, which is viewable on items insured for over $250, does not equal buyers signature, so ebay refunds buyer. That simple.

Not to be on eBay's side, but:

How can you be sure who signs for the package?

If you could, then you'd have to deliver it in person

Why the 2 different packages , if you bought or won two items the seller would usually put them in 1 package . Unless you won them at 2 separate auctions and didn't ask for combined shipping .

Hopefully all will work out for all parties involved, but this time please don't neg or otherwise punish the seller for something not their fault.

Have you attempted to use the tracking number? It will show if sig confirm was used. If it was, you'll be able to see a signature. With any luck, the signature is actually legible and you may know where it was delivered. If it was ebay, the seller MUST have added a tracking # to the transaction. If it does not show 'sig confirm' was added to the transaction, you are in the clear. Copy the tracking #, go to USPS.com, and run the number there.

I don't know how a buyer could prove it normally, but in this case the PO manager has apparently already acknowledged the package was delivered to the wrong address.

Did it have a number other than a delivery confirmation number? I'm sure they could tell you at the PO if it was insured. An insured number would start with the letters VB or VE or some other combination with a "V"-VB 000 000 000.

"go talk to your local postmaster to file a claim. the letter carrier that delivered to the wrong house will probably be fired."

Probably not fired unless it's a repeated problem but made to pay for it and I'm sure some kind of disciplinary action will be taken as well.

This is no longer the case. I don't really know when it happened, but the limit actually raised to $700 or something. You'll notice this when you sell, they recommend signature confirmation above $250, but it's no longer mandatory until some higher number.

If that is true, I need to stop using signature confirmation. Most my items I sell are over $250, but under $700. I need to call paypal to confirm this... might save me a little money with shipping!

The OP making someone else pay for something.... wouldn't that be a tad bit o' irony.
