I've gotten coins in US mint and proof sets that had similar, milky-blue color. The theory with US sets is that it has something to do with the chemical wash the coins get after they're struck. Maybe not all of it gets washed off? Perhaps the Canadian mint was using similar techniques?
Milk spot are a pain for all mints. Somehow quality control miss a fewComputer scan maybe better that humans eye's at times. The book"1984 "has come to life sadly.
Couple of new Canadian coins. 2nd in the Birds of Prey series: The Bald Eagle And this cool $100 Proof Gold Coin: 1991 "Empress of India" Steamship. Commemorating the ship's arrival from Yokahama, the first of the new Pacific Steamship Fleet. I find it very difficult to capture the color and beauty of this type of shiny proof--so many reflections! I bought this from Apmex as a "random" $100 gold Canadian commemorative gold coin and I think I got lucky with a cool design for little over melt. Rob

Yes, picked up a couple of small collections to fill in a few holes & upgrade some years of my small cent collection; turned out about 80% of them were MS63 or higher & about 20% were some variety
