Lower left hand boarder is thicker and bolder than upper right side. Any takes?

    Not off-center, slight mis-aligned die.

Off Center ONLY applies if both the obverse and reverse share the same traits.
If not, then its simply a misaligned die.

Is it considered an error or not?

In the sense that it is not what they intended...yes. However, a mis-aligned die of this degree adds no premium...in fact, on a collector type coin this would probably cause a decrease in price.

Thanks. I appreciate the honest input. I really don't know myself and that's why I ask.
