Nebraska Quarter with No Face

Has anyone ever seen anything like this? What do you think it's worth? Or, do you think it's been altered?

Oh my, looks to be Post mint damage...maybe a CNC machine or something. I hope it is not but that is what I see.

 

What would someone have done to be able to do that?

Is there anywhere I can take it to find out more?

if it was mint damage there would not be any rings on the obverse nor would any detail be there unless the die was really damaged. I doubt that is the case because the Mint is on top of that... For the most part.

 

There is no way to ever find out how or why that was done to the coin.
It was altered after leaving the mint.
Don't waste any more time on it.

Not sure. I don't see obvious lathe/tool marks? It seems a bit oblong, is it perfectly round? Can you measure it with a caliper? Do you have a good scale? It would have to be low weight to have that much removed.
