This coin is listed in the AMBPR as (tied) for the 5th finest known O-104b. A rarity 6 die state that is accepted by the bust half community as the O-104b, even though the Overton book does not recognize anything beyond a 104a.

Anyway, this exact coin was owned by Henry Hilgard and sold in 07/05 by Sheridan Downey for $660.
I paid $785. Not bad for a 5th finest known!

Nice 104b . What makes it a b , length or size of the cracks ?

Two things make it the "b", but I believe I have learned 3 things.
    1. A crack runs through the right side stars and comes out the top of star 7.
    2. The crack to the left of the date reaches from the big die break under the bust, all the way to the rim.
    3. The die break where the 3 cracks meet under the bust have formed a triangular shape and appears to bulge out.

The coin appears cleaned to me. Do they give these types of coins a pass?

^ I was going to say the same thing. Both sides, but the reverse fields around the eagle especially.

Looks like they just tried to clean up a few areas , I don't see any deep hairlines .

The TPG's will often be "more forgiving" on the older type coins. And even more so on rare coins. There are a lot of obviously cleaned bust dollars in "problem free" holders, Same for lightly cleaned bust halves, lightly to moderately damaged large cents etc.
