I don't know, man... there are countless more important things in life to worry about than some guys selling cheap and meaningless feedback on a site full of cheap and meaningless feedback.
Report them for what? It does not appear they are violating any eBay policies. Unless they have permission they could be sued for using Mr. T's likeness and endorsement in their advertising.
I once saw someone leave negative feedback on one of these types of sellers for "not receiving the penny", LOL. I guess that's why most of them put local pickup.

Odds are that they are preparing a numismatic mailing list that can be sold over and over and over, plus it is publicly "verified," and of interest to the average identity thief as well. The "cost" per name is not excessive in today's data market. The "Buyers" have already proved they are not exactly the brightest bulbs in the cosmic chandelier, and they've surrendered a lot of personal data to make 5 cents, not to mention time, risk, and gasoline. They deserve what they get.
The first auction you posted, they would lose .24 cents. Paypal fee is 30 cents for the transaction alone. The 2nd link, they would only lose 5 cents.
Yes, it is a loss, but only at eBay. The list of suckers that is created is worth a nice chunk of change.

It might be fun to mess with them. In the second link, the large print reads "Local Pickup Only!! #1", but the fine print says it's shipped via USPS, UPS (or) FedEx. The returns policy is also conflicting. Some places it says no returns, yet in the body it gives additional details for their return policy, including "14 days", "Money back", "Buyer pays return shipping", and "All items must be in original packaging", etc. Since it's quite obvious they're doing this to boost their feedback rating, leaving negative feedback seems fair to me. So, buy a penny. When they don't ship, request a refund. Then leave negative feedback stating they failed to deliver as promised.
I see it as people are bidding on the. Penny. To win positive feed back. i also found another. One wile browsing that said digital picture. In the title. But in the discrption it said once you win the seller would send you his address to pick up tje penny lol
