Yes, what does USPS say? The plastic tape had to be put there after being accepted by USPS. Plastic tape probably added after delivery. Did your carrier notice this at delivery? Plastic tape is a NO-NO on Registered. Who signed for the package? After re-reading my original response in this post and looking at the pictures again, I had to delete and re-write this post.
I'm sure the mailman did it. A mailman in my town was caught opening greeting cards, taking cash, and them dumping them in the sewer.
I am the last in the chain of delivery and this is the first time that someone steal from me coin or bill!!!
Who signed for the package? Did they receive/accept it in that condition? Did your carrier notice the damage at delivery?

I'd go to the police. They generally take theft by government employees pretty seriously. The good thing is that tape catches fingerprints and skin cells really really well. Try not to touch the tape any more than you already have. If they decide to, they can pull the prints from the underside of the tape, to catch the guy if it happens again.
