Doubtful. The steels were replated since they got a nasty and rusty so people wanted to make them shiny again.
This makes me not want to buy anymore coins from ebay or unslabbed but I'd hate to break open a slab to add one to a book for a collection
If bought "with a bunch" of wheat cents, is it safe to assume that you have no specific grade requirements? If you do not, there should be no need to even consider buying slabbed only to crack and place in your album. With little effort, you should be able to find an attractive and suitable MS example for very little money.
I always questioned some steels I received in one of my first lots I purchased from a collector. Thought maybe some were replated, but after taking a lookie at the edge, they are original AND that little search helped me to discover that the 43p in my album has a nice die clash
