I received a fairly expensive coin in a box that had the slabbed coin in a bubble mailer taped to the inside of the box. Someone had ripped open the box almost in the fashion a box of kleenex opens, like a central flap in the top, completely unnatural. Luckily, the tape held the bubble wrap mailer in place and it was still sealed. But someone had tried to eyeball my coin. Post office did not mark it damaged.

    I would block this buyer.

Very likely meaning over a 50% or more chance? I question your skills as an oddsmaker :D

I would start charging for the signature confirmation. It may only be $16.50 this time, but may be $100.00 next time.

I will start adding signature confirmation for most packages over $20 now.

Update. I had issued a full refund for the customer last week just to be proactive. He then proceeded to escalate it to ebay support anyways. I messaged him asking why since I had already refunded him. He didn't respond. It just now got resolved and ebay said I was not at fault and would release my funds on hold and credit back the customer. Does this mean he got my refund and an eBay credit? Shouldn't I get my money back since I have seller protection? Many lessons learned on this situation.

This is bizzare. Call eBay and ask them. If the guy escalated the case AFTER getting a refund, he was clearly either a crook, stupid, or has Altzimers.

Yes sounds like it. Since you already refunded him also you've now lost out on the coverage they offered you (your money back as they would pay the buyer and let you keep the sale funds). I would call Ebay and inquire about this any buyer that keeps open a case after receiving a refund is in the wrong imo and clearly not being honest. One question though how did you refund the buyer without Ebay able to see it in the case details? Did you issue the refund through Paypal and not going through Ebay?

So i just talked to the appeals department and they gave the buyer my refund and they are letting him keep the Ebay refund, but yet are hassling me about any refund back to me. I issued the refund to the buyer, which cleared my bank account on 2/20, but yet it days it's still pending and the amount is on hold I'm my paypal account. Ebay connects me to paypal and it goes straight to voicemail......

I refunded him through the eBay dispute process. It shows it as one of the actions taken in the case. The Ebay rep was confused as to why the computer still refunded the buyer after it shows I already did a refund.

Wow this situation sounds ridiculous, seems like it's another clear case of a bum buyer that Ebay does nothing about.

eBay and PayPal: One company together and yet "no one knows nuthin."

    definer definitely....! LOL

Probably one of the reasons Carl Icahn is trying to convince eBay to spin PayPal off.

After messaging the buyer, he agreed to send me back his extra payment tomorrow. This will be a true test of his integrity. If not, I will file a dispute on the transaction at my bank as paypal suggested.

Just so you know if you dispute a transaction that was through Ebay/Paypal with your bank they will likely completely close out your account. I find it interesting that Paypal even suggested that as they will certainly close your account with a charge back initiated against them. Best of luck though and I hope the buyer follows through but I wouldn't hold my breath on them doing so.

That seems really strange that they would do that...but perhaps they are concerned about more fraud occurring and they feel it's safer to close the account and open a new one.

This is exactly why I don't bother with "riding out" the process when a buyer claims something is missing or something is wrong with a purchase. I just give an immediate refund, apologize, wait for them to leave feedback, then block them (unless I am 100% certain it was all my fault).

What a headache over $16.50! The system isn't efficient enough to help us sellers, so we have to help ourselves. Be proactive, protect yourself, learn, & move forward.

Ebay and Paypal told me I shouldn't have refunded them ahead of time because now they don't want to refund me back under the seller protection. They did change the final decision to my favor, but still don't want to refund me. Make sense of that....

Actually, I think the opposite is the case here. He basically what you would have done and nearly got burned as a result. Had he opted to "ride it out" none of this would have happened.
