A lot of people are scared to death about negative feedback. Honestly, I dont think a couple negs have any affect. When I am buying I can care less if a seller has a negative. because I know Ebay has my back. If someone wants to Neg you because a package was ripped open in transit, they can go blank themselves.
In my oppinion, the buyer is scaming you. when he realized he couldnt win his case cause the tracking shows delivered, he came up with the other bS story. When a package is delicered opened and items missing, USPS marks the package or delivers a letter explaining the situation.

After a little conversing, here's what he said he found out what happened: It was put in the wrong hole in the neighborhood mailbox. The box it was in had not been checked In a while because there was about 40 letters in there. The old people across the street from me have two houses and are hardly there. They are back tracking everywhere it has been across the country to se if any of the facilities have reported finding a bunch of nickels. How were they packaged? Where they in rolls or just bunched up in a bag? If it had the ability to slide back and forth inside the envelope,it may have just busted thru the end. This is correct they are required to deliver the item and will either stamp it with big red received damage letters or seal the item in a plastic bag that says damaged in transit. I would have required the buyer to provide pictures of the item with USPS markings on it proving the damage. If they couldn't do that and the tracking said delivered 9/10 times I'd say they were trying to scam you. Often simply asking them for this type of thing will deter them from the scam attempt and they will 'magically' find the item that was missing.
Sounds like complete BS to me. Having worked a long time in loss prevention people stealing or in this case running a scam often include unnecessary details in their explanations and this response would fit the bill. It's too bad you've already refunded them I would have let Ebay decide the outcome in this case if it was me.
I think you really need to take one night and read all the procedures for participating on eBay. It seems you went into business without all the appropriate information at hand. Everything you need to know is there and explained in detail. Give it a try.
We Ebay sellers have all taken are bumps and bruises along the way, it is part of the learning experience. Ebay is not perfect, but on a whole I greatly appreciate them as my business partner.
All buyers do. Most problem buyers go undetected, because most sellers dont let ebays resolution process play out. Like stated earlier sellers fear upsetting a buyer and getting a negative feedback. When a seller has an issue like yours, its best to go through the process, so it is documented. If he did this regularly and each seller went through the entire process, his pattern of behavior would be documented, and Ebays fraud department would catch on. These people get away with this, because sellers just apologize and refund their money with out any documentation.
It's $16.50. What scammer would go for such an amount? I highly doubt he is robbing you. Again.... $16.50. Think about it.
If I remember correctly the buyer had hundreds of feedback, what are the odds that a buyer with hundreds of feedback is scamming over $16.50? Sure its possible, but not likely.
