What is this?

    I came across this 1994 penny yesterday with a box and WY stamped inside it. I have never seen this before, so was wondering if anyone could tell me what it is and if it has any value other than the cent that it isk? IMAG3019-2.jpg IMAG3020-1.jpg

    As Doug stated, it's a counterstamp, most see it as PMD, others who collect them maybe a buck or two.
