    No that is not a RPM. That is a plating bubble issue.
    Repunched Mint Marks ended in 1989. Your Cent is 1990 so it's impossible to be a RPM.
    No clip niether. That is a hit so it is damaged.

    Sir do you mine to look I have 1971 D nickel I got this for change but when I look in the back and search I can’t find like this. Thank you

    The Cent is Zinc so is s plating blister. The nickel looks like circulation wear.

    It appears to either be a stain or zinc rot.
