Except it is, according to Ebay. It was stated before you said this, but this wasn't specifically addressed afterwards.

So in case your reading comprehension for which you criticize others is continuing to fail you, now you know specifically what people are trying to tell you.

Your proposed "solution" is not allowed on Ebay. It's very simple.

I know they allow them, but in addition to any agreement between buyer and seller, didn't they institute a policy (maybe a year or so ago) allowing them to issue partials out of a seller's paypal account at their discretion and without consent? Perhaps I am wrong about this.

Uhhhhhhmmmmmm, not sure. I know I got an email from eBay about 7 months ago with a bunch of changes, it might have been in there. I didn't really read it that closely.

Hey BU, do you sell on Ebay? I'd like to check out your inventory.

To stay within the forum rules, you really should ask such questions in a private message.

    Rules?

I've seen folks bash what others collect over and over. Isn't that rule #2?

asking IF someone sells is an issue? i thought links to listings, lists, and offers were a no-no....

raising an issue with that particular comment is like a cop giving a ticket for 71mph in a 70 zone....is it wrong? technically yes. is it possible the radar gun isn't calibrated properly? sure. is the cop wasting everyones time...def

i wish CT was how it was awhile ago when people cared about coins and not what the other members posted, supplying false info, attacks, etc...

this is CT now...bureaucratic wastes of time, posts, fingerpointing, etc....imagine if only real issues were addressed by moderators or wish-they-were types.....

eBay won't initiate a partial refund... only the seller can do that. The buyer can NOT request a partial... he can only open a case in the resolution center. After that, it's up to the seller to make the decision in which direction he wants the case to go. Once the seller offers a partial refund, the buyer can negotiate the amount. Here's the policy:

    Open a case.
Contact the seller by opening an eBay Buyer Protection case in the
Resolution Center, and let the seller know that the item doesn't match the description in the listing.
    The seller may:

    1. Offer you a partial refund to make up for the way the item differs from the description

    2. Ask that you return the item for a refund

    3. Ask that you return the item in exchange for a replacement item, if you agree

If you're offered a partial refund, you can accept it, request a different amount, or suggest another solution, such as returning the item for a refund.
