The market must perceive PCGS as more accurate than NGC for these pucks. Some issues probably sell for more because of higher demand, even though their pops are higher.
Hype. That's all the higher price tag for these PCGS graded bullion "coins" is. The difference between a 69 and a 70 on moderns like this is rarely discernible, and highly variable. I would put good money on that if one cracked out a"70" piece and resubmitted it to the same company, it could come back as a 69 or 70 basically at random.
No need to yell ;0) Early release an first strikes IMO are nothing but marketing gimmicks. As for the value difference IMO NGC is overall more lenient then PCGS with a few exceptions.
"Few" exceptions? Like basically all non-USA coins? PCGS is also more "lenient" on many designations including but not limited to FB Roosevelts, FBL Franklin halves, and FS Jefferson nickels. With regard to the 5oz pucks, I don't think one is more lenient than the other. Sometimes I wonder if they just spin a wheel with a little arrow that points to either 69 or 70. But, then again, I don't understand why people slab stuff like this at all.
Just an FYI, First Strike would suggest that it was the very first coin in the series to be struck on the new dies. Since the Mint doesn't keep track of such things, it really isn't a first strike. Secondly, Earl Release would suggest it was released prior to the official release date set by the Mint. NFN, but uh, when each year's Proof and Mint sets are released, up until the Mint discontinued the business strikes, the POTUS dollars were early releases from the official release date. Point being, neither of those term are any more special on a TPG label than say a VAM, FB, FT, FBL designations. It's all marketing, nothing more.
Where did I say that? What I said was, the First Strike, and Early Release are no more special on the label than FB, FT, FBL, VAM or any other designation TPGs place on their labels, when the coin is deserving of those designations.
