This isn't the holder that the proof set came in from the mint is it? Looks like a capital plastic holder to me. Also, what is happening to the Franklin? Looks like rust.

It's the same holder I have my '63 Proof Set in though. The OGP was terrible back then and Capitol made a living off creating holders that better preserved and showed those coins.
The original packaging for that set was a cellowrap in an yellow envelope. Someone remove the coins and placed them in a capital holder. The Franklin has a nice toning pattern starting.
Shoot JP. Don't know why you'd make a statement such as that. OGP back then was more than worthy as evidenced by a set that I own, No need to bust it out and place it in a plastic (Capital) holder.
Thanks for comments! Must have been my mom who transfered them to the capital holder. If what is happening to the Franklin is called toning, then I am not a fan of toning!
However, silver tones, it's a fact of life. Some don't like tone, others; myself included, love it. I think it gives a silver coin some character.
The toning may be OK but the rusty looking stuff around Liberty would have me a little worried. I'm still holding mine in the "next to indestructable" OGP. How can anything be better than government packaging? Based on their approval rating, they can do nothing wrong.
I love the new Government Packaging. It's just the early stuff that can do more damage to a coin if one's not careful.
I'm not a metalgist, but I'm thinking that it is probably the other 10% impurities in the silver that are oxodizing.
The reaction between silver and hydrogen sulfide - which is a prevalent air contaminant. Technically, it can be called "rust" as that is a term generically used to describe the corrosion of metals as Rick said. However, when it comes to coins, we simply call it toning.
