Baffled.. 1907 Indian Head Cent. Doubling?

Is this a Doubling Error? I think it may be, but I am stumped and need expert help! Thank you!

    Hello,
    I am new to the site as a Member, however I am not new to the tremendous amount of effort, skill, and knowledge that goes into this website. I have been here as a visitor many a time to spectate and to learn. So thank you for that privilege!
    I have been a coin collector since I was a child, and it is a passion of mine for over 30 years.. We are a breed of our own, and I happen to think we are pretty cool!

    It seems to me that someone was playing around with a tool (in the same vein as a Hobo Nickel.) Those look like scratches to me (from what I can see in your photos.)

    From what I see from my phone....possible double struck better pics that a cropped would help along with a shot of the reverse

    Thank you stldanceartist. I feel like there was a tool involved as well, but the trace marks are deep and have a slight clockwise rotation..

    The feathers to me look short in length, distorted, and on a slight clockwise rotation. There is also an upside feather triangle by her ear..
