    I see a light double strike , the area near the edge of the coin is from a badly worn die.

    Jay you may be counting each raised area as a clash , two of these belong to each clash with the clashes offset from the other

    yes that is what it looks like , the dies that struck your coin looks to have been clashed two times. I may have one from this same die here somewhere in my clashed die collection.
