1870's VA/MO County Treasurer's Checks ID?

    I recently purchased a box of papers/documents that belonged to a Judge in Staunton, VA during the 1890's. I found these blank checks (attached to each other with perf. edge). Any idea what they are? Thanks!

    I cannot identify it, but kt seems like checks go for $5 to $20 on ebay.

    They are probably a page from a salesman's sample book.
