Then what stops a guy with a nice SMS from claiming it is circ?

That price list is about a year and a half old. Has it changed any? It's harder to find a high grade MS coin. The SMS are easy.

Check this one from the wild yesterday. That stain has to come off, but otherwise it is flawless. Mirror finish. MS or sms?

Besides searching ebay all the time, can you point me to a better price guide?

For something like this very coin, no "price guide" is needed. At best you would be looking at melt,
but most would likely view this the same as any other 40% and expect a discount.

As for how to tell the difference between SMS and BS examples, may I respectfully suggest google? With minimal effort the information you seek is easily obtainable.

The ability to discern an SMS coin from a Business Strike coin has eluded even the experts. As such, any high grade Business Strike coin automatically gets an SMS Label. The submitter always has to question the TPG giving an explanation of the coins origins along the way.

This is still tough though since it is possible that an SMS coin made its way into a business strike roll. Usually, its the word of the submitter and their knowledge level that can make the difference.

Generally speaking, the SMS coins will have a higher relief than the business strikes and be relatively devoid of bag marks.
Another clue is the actual die itself.

In other words, if a specific doubled die is known to exist only on a business strike coin, then the coin is a business strike. I have experienced this with a 1966 Kennedy and a 1965 Kennedy and both required resubmission to get them corrected.

Well, good point. Did the SMS dies all get retired or did they go on to pump out biz strikes until they died?
