They must have had a machine fail that spit this stuff all over the coins? I should spend some time and compare if any of that crud reproduced exactly, meaning a die error.
What you have to remember is that the letters and numbers are incuse in the die, so the middle of the Bs and the middle parts of the numbers were basically tiny punches of metal that just gave out with all of the striking.

I've found it to be common on all the years from the 1950s. They just overworked those dies. A lot of my searching consists of unc rolls of wheats from those years. I haven't found that one year stands out any more than another.
