This is a high grade coin in a misattributed NCS holder. It is a S-67 (R3) improperly labeled as S-21 (R3). It's not even close so I can't understand the misattribution. Someone it going to get taken by that coin someday. The current seller has it priced as an S-67. Someday someone will sell it to a label buyer as an S-21 which is about three times that price in this grade.
