Very simple. Mr. Carr makes coins that never existed. Try to look for a 1931-S SLQ, a 1963- Kennedy half, a1933 Buffalo nickel, etc.
The coins DC manufactures are considered "fantasy" coins... a coin that never existed, or a coin that was minted and destroyed (such as the '64 Peace dollar). DC's other "coins" are tokens, prototype, alternate, etc. So DC's coins are not considered "replicas", and can be legimately listed in the "fantasy issue" category. Now there's a number of members here on CT that disagree with eBay's stance on DC, however the verdict is in and his coins are allowed. Daniel is a smart man (as well as an extremely talented artist, and a heck of a nice guy), and he's done his homework. Oddly, there's a difference to selling a replica, which is fine as long as the rules are followed, vs. selling them on a site that states it's against their policies. No one says one cannot sell a replica or that there is anything wrong with it - but if one uses a site with specific rules then one needs to follow them...
Which is crazy, as the exact same "coins" are readily available for a total of $8 with free shipping.
In addition, his listing for 3 fakes sold for $103.50. Now a 1 day listing is a problem. They only work 4/5 day per week. For instance, they did not work today. Even timing it right could mean that eBay would not see it until the auction had already closed. On the other side, eBay assures me that reporting such items even after they have closed goes on their record.
