Looks like Hub Doubling to me, it reminds me of the Wyoming Statehood quarter error :lurker:

2007-P Wyoming New Error Again

It's seams, I'll call new Rims, ( Looks Like Brand New ) Wyoming quarters, seam to have a lot of new errors ! Some of the errors on this coin can be found, some are " new "
