I think the main concern for AT is the prominent yellow toning across the surface of the coin. AT coins almost always show some type of gold/yellow toning. While that doesn't necessarily mean "AT" from the offset, it raises a bit of concern since most yellow/gold-toned NT coins exhibit at least traces of crustiness (since the "gold" toning turns quickly from yellow -> brown/black) Also, the toning pattern is slightly abnormal -- going from (on the obverse rim) green -> pink -> yellow. Here is a PCGS-graded MS66 Roosie dime that exhibits the same type of target toning as yours (graciously photographed by robec), with some slight differences: While the coin's toning is similar to yours, it exhibits prominent shades of purple and blue within the color spectrum, and yellow is not the prominent color. On the obverse, it exhibits "crusty" gold toning, which is very common to find on (NT) silver coins. Just my two cents!
I personally would be less concerned about AT vs. NT as this was part of a set, even though not a mint set. This wasn't an eBay/Craigslist purchase and was found in a (in my mind) rundown coin shop, in the back of a display case. Your coin looks awesome dmott!- and I've got a couple Franklins with some toning that looks bad from a distance, but in the light looks amazing.
I have this Bi-Centennial 3 coin set, in a plastic, sealed sleeve . The Ike, or the Washington quarter show no signs of toning, but the Kennedy Half has toning on both sides, just a touch more on the obverse, but upon a closer look, there is an area under the A M in america that has a more solid spot. To me, the plastic looks like it may have Caused the toning, and the plastic may have been touching the coin in that specific area, causing that spot.

Regarding the coin in the OP, my opinion is that the coin is not market acceptable and would be deemed to have questionable toning by the TPGs. That does not mean that I think it is artificially toned, rather, I think the toning is the result of improper storage.
I just found out the grade for my quarter with the same toning and it graded. So, whether or not it is AT or NT, it is market acceptable according to NGC.

I am glad your coin graded but I disagree with your assertion that it bears a similar toning patter to that of the OP's. However, I can't wait to see Greg's photo of the quarter.
