I wouldn't think so. Starting in 1990, the mintmark was added to the master die, therefore eliminating the possibility of a coin to have a repunched or misplaced mintmark. Keep up the hunt!
Look at the date... While I cannot recall the exact year in which this would be impossible, being as it is in the 90's, I highly doubt it.
1989 was the last year (at least for cents) that a coin could have an RPM. The mint started adding the mintmarks to the master die in 1990.
It is most likely a greased die that the grease fell out, and was in the MM "P" and was struck into the following coins. Value? Here: Nada. On eBay? Priceless
