Third print refers to the order in which the various printings that occur to create a complete banknote occur. The back is printed first. The front is printed second, consisting of the common design elements but not the seals or serial numbers. The third print provides the seals and serials, it's two step because it has both black to print and green. So, when you have a missing or misaligned third print, it means the seals and serials are missing, out of alignment, etc. Note is IS possible to have a partial third print issue because of having the two stages...

I still wonder how the treasury seal is missing from this note I own... I thought the seal and the SN were printed at the same time.
Two possible explanations: 1. The seal part of the printing plate was under-inked or 2. An obstruction founds it's way between the 2nd and 3rd printings, like a piece of loose paper, causing it to gain the impression of the seal.
My sister has one of those notes when she worked at a bank. I can still never buy it from her as she just won't sell it!! Definitely genuine though, paper is like other areas and under magnication (and microscope), no signs of alteration.
