Guy's got a 93.3 percent feedback. Seller never shipped item, didn't reply to me, THEN relisted it, wow Never rec'd item, didn't return emails,initiated a case with ebay, buyers beware Never received the item. Seller ignores message. His way of backing out of deal?

Depends on what you mean by crazy premiums. I buy 95% of my silver bullion on eBay. yes, I know I pay a little more than if I bought at my local coin shop mostly due to shipping costs, but I have good reasons. The main reason is convenience. I have a hard time being able to make it to the coin shop since there is only one in my area and its hours are during regular business hours while I'm at work. The other issue is paying for it. I need to be able to pay with paypal since I run an eBay business myself and my paypal account always has money in it. If I wanted to buy at the coin shop I'd have to transfer money from paypal to my checking account, then wait 3 days for it to show up, then go buy said bullion. My wife gets really mad when I involve our personal checking account with my business. However, surprisingly I am often able to buy junk silver as cheap or cheaper than at the store. The key is bidding on a lot of items with a very low bid amount. Also bidding on really dirty, tarnished, ulgy looking coins. Since I do not mind cleaning them, I'm willing to pay a dollar or two less for a tarnished one. Quite often I'm able to buy price+shipping at or below spot. But I'll admit it is time consuming.

Another reason is primitive money laundering. People sell things (whether good or bad) and earn Paypal credit. If they transfer to their banks, it becomes visible to the authorities in their country, which may attract the tax man or worse. Also, any subsequent transfers have to be through the banking system. Instead they buy silver, and particularly gold. Now their profits are portable and reasonably invisible to the authorities. They can pay off using the PM, or transport it across border - Simples. If they pay over the odds, they don't care - usable funds are better than locked in funds. Dickens had it right - "Portable Property".
I am not sure what the tax is on Silver in the UK. As usual it is probably complicated. New Silver items would attract VAT at 20%. Old silver may be exempt if it is antique? Most Ebay Money Launderers are in countries with strict laws on the movements of funds across borders. Certainly China, India and Russia, but probably many more.
That is just ridiculous. People will buy anything. Makes me want to put any 65 and up quarter on ebay however.
Would you feel good doing that? If you would, please don't give me the excuse that if someone is stupid enough to buy it then it is their problem.
I applaud you. I must admit when I see things like this, the thought to do it temporarily crosses my mind, but like you, I would not do it for many reasons.
We all would like to make a quick buck, but I wouldn't want a reputation of being a snake and taking advantage of people. I am far from desparate for money and integrity means more to me, but if I rather take my time up roll searching or heckling people on craigslist and flea markets for a deal rather than scamming people.
