The new dollar rolls came from the mint but it is possible the for business strike roll to get minor marks after the coin has been minted. I don't think this is pmd.
Looks like a ding, IMHO. Probably occurred when the coin was dropped into the tote bag at an angle, hitting the edge of another coin.
I HAVE FOUND SEVERAL Opps Sorry for the caps, Like that on the state quarters and pres dollars I have always fig they were errors from bag bouncing, LOL
This is PMD. Not a Die Clash or Strike Through. Its a bag ding from another coin. I am pretty up to date on presidential dollar errors.

Another possiblity is a flaw in the planchet prestrike that wasn't wiped out fully. From the pictures I just can't tell what it is for sure.
I think you are right,it probably occurred during the planchet preparation process.One possibility is during the upended rim stage where the rim becomes slightly raised and rounds off to the center of the planchet there could have been a problem with this stage.Look at the photo below notice those fine particles around the spot in question it appears to be some type of shavings and fine shavings near the rim also Chris notice something similar at the 9 o'clock spot.
Ive found many presidentials just like this one. Its just a ding. Its not clashed with anything. I have a few graded Washington and Jefferson dollar die clashes that look nothing like this. Ive been studying presidential errors for a long time and have just about seen them all.
No it's not a clash,this is just my theory the minor ding occurred during the planchet preparation process and the ding was so minor that it was allowed to be struck in to a coin,from what i read this is not uncommon at the mint.I also know that the coins not headed for mint sets those coins are dumped into bends so it's possible pmd.My theory comes from looking at the fine shavings like spots near the ding.
The better picture in post 16 has me stongly leaning toward a void in the planchet at the time of striking. It doesn't look like a hit and smooth surface with not abrupt termination on the shallow side has me leaning away from a strike through.
