The Indian Head 5-cent coin, collectors’ beloved "Buffalo nickel," turns 100 in 2013, and now comes word that United States Mint officials are apparently considering issuing at least one product that would be connected to the anniversary. Mint officials are using a firm to survey interest in potential collector products for 2013, including a possible Reverse Proof American Buffalo gold coin – which uses the same designs used for the first version of the 1913 Indian Head 5-cent coin. Officials are also surveying interest in a redesign of the American Buffalo gold coin for 2014, and various special sets in other programs. WOOOOOOO HOOOOOOOOO!!!! They can make a reverse proof on their own initiative, they can make the fractionals on their own initiative, I don't think they can change the design without congressional legislation and I know they can't make a 2013 buffalo nickel without congressional legislation and it is rather late to be starting to consider doing that.
I want to see a high relief reverse proof 1 oz .9999 gold buffalo showing a face value of five cents.
That would require new legislation. And since this would be considered a commemorative it would run into problems with the law restricting the number of commemorative programs to two per year. So you will have to write an exemption for that into the legislation as well. (Do that and you could be opening a Pandora box for exemptions for all kinds of other programs.)
