I disagree with you on this, Iron(III)hydroxide is yellowish- red in color. Since the steel cent is zinc plated , it makes more sense to me that is "white rust", a combination of zinc hydroxide and zinc carbonate along with the normal zinc oxide. Usually zinc oxide forms and provides a protective patina to zinc cents, but water and/or cleaning can remove it and allow white rust ( misnomer) to form. As a combination of crystalline molecule,they can form such growths as in "crystal gardens" Jim
