Have been getting dollars from bank to try and get a complete set for whitman book and also been checking for errors. Found this one coin and it seems that U was struck before "E PLURIBUS UNUM" I stacked another good lincoln coin on top for reference and to compare. To me it seems like a U was struck there what is everyone's opinion ?

That would be cool if it is a new error : ) Need to take it to coin dealer see what he thinks. Would it be worth getting it certified first ?

I just found a local guy that was listed on NGC site as a dealer and going to try and contact him see what he has to say. If I were to get a coin certified any difference between PCGS and NGC ?

don't pay to get it cert until you know more about its potential is my opinion.you can buy pres dollar errors on ebay all day long that are errors of one kind or another and many are cert.

Concur. Sending to a CONECA Attributor and having ANACS grade it/give it an error classification will set you back nearly $50. I would personally grab an easy $20-$30 on ebay and be done with it... unless you plan to keep it, then I'd put it in an airtight holder. It's neat, but imho it's not $50 neat.

U appears to be raised which can be caused by contact with the U on the edge of another coin. These stray raised letters are not uncommon and are a form of PMD.
