Do the O and N of "ONE" on the reverse slant down? If they do, then I say nice find. I would not think there would be more than a $20.00 premium on it.
Looks like a cut to me, as in Post Mint Damage. it exhibits no Blakesley Effect, where there is a weakness on the rim opposite of the clip. See the link for a description. http://dniewcollectors.blogspot.com/2012/04/blakesley-effect-on-clip-error-coins.html
Very unclear with these pictures. The rim looks like it has a straight cut on it. But, based on the pictures, I can not say one way or the other. Can you get some close up shots of the edge and the corner of the clips. Also, value.. I wish they were worth 20 each.. : ) Lincoln Cents are running in the $1-$2 each range.
I found one similar to this but because the rim was silver and the penny was brown...I decided it was definitely PMD and discarded it.
Looks like damage to me too - but i'd need a closeup pic of the edges of the clip to be confident in any determination. Clips are cheap. I'm auctioning a Lincoln double clip on the bay right now. Opening big of $4 and little interest. Rarity doesn't matter if there is little to no demand.
Clipped planchet because the devices are minted onto the flawed area. It left the Mint that way. Also, something like this may have no additional value, but I would guestimate $10-$20.

On picture 3 of the last 4 you posted, you can see the ridge left by whatever was used to shear off the piece. As I said before, PMD.
