    Congress

    I think it was required on all silver coins over 10 cents value.

    I think maybe congress passed some law long, long ago that all coins were supposed to have presidents on them.

    I wanted to see if this was true and found this:

    So maybe there never was a law passed stating presidents had to be on coins.

    Actually, I think it's required for all coins over a quarter of a dollar.

    Love the series and just got my first graded.one...an old ngc pf 65 which looks like that but didn't get cameo. Elegant solution: leave jfk on clad and put ben on the silver proof sets. No more under a million!
