Maybe, but it looks like more of a weak strike to me. From those photos, it's hard to see the breaks in luster. JMO.
Is this common for this particular date in the series? From all the SLQ's I've seen, I would imagine this series doesn't have that many strike problems.
If you look at the date you will see just how poorly this piece was struck... This coin also appears to be towards the end of the dies life as there is significant die wear and chipping showing.
Actually it does. The shield in particular is notorious for being weakly struck, just like this one is. This coin is also another one of those where it is a good example to see the differences between what wear looks like (smooth surfaces) and a weak strike looks like (rough surfaces).
