Pretty hard to tell from that photo i was just looking on the ikegroup and could not honestly say. I wish i could have it in hand.
Ive been looking at this coin again and it does look to be in the right place, you should look at the picture of grade C on the ikegroup page. Anyone else out there wanna hazard a guess.
talon heads are pretty common on 71-D's, but I just can't tell from that picture. Mrbrklyn, I would keep looking........many of the talon heads I've found LEAP off the coin. There is no doubt if it is or isn't.
Since the dies can and often do rotate slightly during the minting process, clashes can occur in different locations creating double and in some cases triple talon heads. The term "talon" is a little misleading in that the area that creates this variety actually comes from the area between the eagles left and right legs which, even to the most casual observer, is the deepest part of the reverse die.
