2000 penny. Broadstrike or off center?

    This is actually raised up and has a double rim when viewed from the reverse. Some of the letters were cut off so I'll assume it's off center. If laying on the reverse with the obverse on top, it is raised off the table. If it's laying on the obverse with the reverse on top it is flat on the table but has the rim sticking up in the air.

    Off center. Not by much, but it is an off center. I also suspect the collar was jammed down as well.

    Thats what I was thinking, that it was pushed up that way at the mint and not PMD.

    I would call this Off Center, because part of the design is missing (the top part of "In God", etc.). Broadstrikes are centered correctly, but the collar did not engage properly, allowing metal to spill out. But since they are centered correctly, there should be no design missing.

    Broadstrikes are not always centered properly, but as long as there is no design missing they are broadstrikes and not off-center. Off-centers can be made with or without the collar properly in place.
