    I agree either worn or weakly struck from either die polishing or grease, or all of the above. Either way I would certainly be willing to put that in the 25d hole.

    I would suspect grease aided that wear, but it is a "D" in my mind.

    Typical for the issue, weakly struck coin from worn or clogged dies. Notice how the obverse motto has merged with the rim.
