I agree. This looks like typical worn die "doubling". If you look at the 2nd picture, notice that the letter I of "..IANA" has the doubling-effect on both sides of the body of the letter. It can also be seen clearly on the D of "DE". A true doubled-die strike would exhibit a shifting of the design/lettering in one direction relative to the body of the letters, whereas this seems to be a wearing down of the die around the edges of the lettering which creates more of a "halo" doubling on both sides of the letter devices.
