Older Quarter 1984P - interesting rim anomaly

    I got this at the toll both three days ago. It's pretty well circulated and looks to have been cleaned. The rim had a 1/4" length 'rise' to the right of the eagles lower wing. The obverse of the rim looks normal - edge to the right of Washington's lower curls/ponytail base. There is no indication of any rim strike in the area and the reeding is fully intact on the raised part as well. From what I can see, it is not PMD - but I'm not an expert.

    Is this a type of CUD or defective planchet error? I'm not looking for a value over 25¢ because I'm sure there is none - just want to know how the anomaly happened and if it was before the planchet was struck or after.

    That is a cud, more specifically a rim cud because it does not extend out into the design.
